Born in Salisbury, Maryland, 1947. Attended Easton High School, Easton, Maryland; College of Wooster, B.A.; Vanderbilt University, J.D., 1972. Served in U.S. Army Reserves (captain). Admitted to Maryland Bar, 1973; District of Columbia Bar, 1973. Attorney. Associate, Henry, Hairston & Price, 1973-75. Member, Maryland State Bar Association (correctional reform section); Talbot County Bar Association (past president, 1987). Member, Talbot County Democratic Central Committee, 1982-86 (past chair). Delegate, Democratic Party National Convention, 2020. Member, Maryland Association of Counties (legislative committee); National Association of Counties (law enforcement & criminal justice steering committee; rural action caucus steering committee). Adjunct faculty, Chesapeake College. Former coach, youth soccer. First president, Talbot County Youth Soccer Association. Died August 27, 2026.
