ORIGIN & FUNCTIONS

COUNTY ADMINISTRATOR

Appointed by the Board of County Commissioners, the County Administrator serves a four-year term (County Code, sec. 2-203).

ETHICS COMMISSION
The Ethics Commission was established to oversee the County's compliance with the Somerset County Ethics Ordinance, which applies to all County elected officials, employees, and appointees to County boards and commissions (Ordinance no. 1180). Employees of the Office of State's Attorney and the Sheriff's Office are not covered by the County Ethics Ordinance, but do come under the State ethics law (Code General Provisions Article, secs. 5-201 through 5-1001).

Each member of the Board of County Commissioners appoints one member of the five-member Commission. Members serve four-year terms that are coterminous with those of the Board of County Commissioners.

HUMAN RESOURCES
Human Resources administers the hiring and training of County employees, and coordinates employee and retiree benefits and the County pension system (County Code, sec. 2-404).

INFORMATION TECHNOLOGY
Under the County Administrator, Information Technology was founded in September 2006.

Information Technology develops, implements, and maintains digital and communication networks, and coordinates software and hardware purchases for County agencies. The County’s website also is maintained by Information Technology, which staffs a help desk to address computer and electronic issues with County systems.
