The County Council is the County's legislative body. It also sits as the District Council on zoning and land use matters, and as the Board of Health on health policy matters.

The Commission undertook a comprehensive study of the County Charter and in recommending changes to the Charter, will submit its report by April 8, 2022.
COMPENSATION REVIEW BOARD
The Board is to study the rate of current compensation for the Council and the County Executive and make a recommendation regarding the amount of compensation by December 15, 2021.
REDISTRICTING COMMISSION
The County Charter provides for establishing, not later than December 15 of the last year of each term, a compensation review board (County Charter, Article III, sec. 308, Article IV, sec. 406). In accordance with that provision, the County Executive with the County Council appointed the Compensation Review Board in 2020.
After each federal decennial census, the County Charter requires that the County Council revise the County’s councilmanic election districts (County Charter, Art. III, sec. 305).
STANDING COMMITTEES
GENERAL ASSEMBLY COMMITTEE
Issues relating to General Assembly legislation are considered by the General Assembly Committee.
GOVERNMENT OPERATIONS & FISCAL POLICY COMMITTEE
The Government Operations and Fiscal Policy Committee considers legislation relating to the Board of Elections, the Board of License Commissioners, the Human Relations Commission, and the following offices: Central Services, Community Relations, Ethics and Accountability, Finance, Human Resources Management, Information Technology, Law, and Management and Budget. The Committee also advises the County Council on budget amendments, Council Rules, the Revenue Authority, and salary plans and contracts.
HEALTH, HUMAN SERVICES & PUBLIC SAFETY COMMITTEE
Committee advises the County Council on matters relating to the Circuit Court and Orphan's Court, Corrections, Family Services, Fire/Emergency Medical Services Department, Health Services, Homeland Security, Police Department, Sheriff's Office, Social Services, and State's Attorney.
PLANNING, HOUSING & ECONOMIC DEVELOPMENT COMMITTEE
This Committee is assigned proposed legislation for review that concerns the Conference and Visitors Bureau, Economic Development Corporation, Evonomic Development Incentives, Housing and Redevelopment Authority, People's Zoning Counsel, Revenue Authority, and Zoning and Subdivisions.
TRANSPORTATION, INFRASTRUCTURE, ENERGY & ENVIRONMENT COMMITTEE
This committee considers proposed bills relating to Agricultural and Soil Conservation, Department of the Environment, Department of Public Works and Transportation, and Transportation Oversight, including taxicabs and limousines.

EDUCATION & WORKFORCE DEVELOPMENT COMMITTEE
The Education and Workforce Development Committee reviews proposed bills relating to the Board of Education and Public Schools, the Community College, the Memorial Library System, Workforce Development, and the Youth Enrichment Program.
The General Assembly earlier was called the Rules and General Assembly Committee by 2008.
Some functions of the Government Operations and Fiscal Policy Committee organized by 2009 under the Public Safety and Fiscal Management Committee. By 2009, the Committee had adopted its present name.
The Health, Human Services and Public Safety Committee began as the Health, Education and Human Services Committee by 2006. It reorganized under its present name by 2019.
The Planning, Housing and Economic Devlopment Committee started as the Planning, Zoning and Economic Development Committee by 2006. It reformed by 2019 as the Planning, Housing and Economic Development Committee.
The Transportation, Infrastructure, Energy and Environment Committee first formed as the Public Safety and Transportation Committee by 2007. It reorganized as the Transportation, Housing and Environment Committee in 2009, and reformed under its present name by 2019.
