Member, Constitutional and Public Laws Committee, 1983-85; Executive Nominations Committee, 1983-86; Economic and Environmental Affairs Committee, 1985-86; Joint Committee on Capital Budget, 1981-83; Joint Committee on Economic and Commmunity Development, 1981-83; Maryland Intergovernmental Cooperation Commission, 1981-83; Joint Committee on Administrative, Executive, and Legislative Review, 1985-86; Maryland Legislative Information System Steering Committee, 1985-86. Chair, Montgomery County Delegation, 1978-86.

Member, Task Force for Water Resources Planning and Management, 1972; Advisory Board on Liability, 1980-82; Banking Commission Committee, 1981-83; Fair Campaign Financing Commission, 1981-83; State Insurance Commissioners' Office Committee, 1981-83; Governor's Commission on Workmen's Compensation Laws, 1981-85. Maryland Building Code Study Commission, 1981-86; Task Force to Examine the School Construction Program, 1985.

Born in Washington, DC, July 8, 1925. Attended Calvin Coolidge High School, Washington, DC; George Washington University, B.S. (physics & chemistry). Former proprietor and operator of Automatic Car Washes. Former president, Kramer Enterprises, a shopping center management company, Silver Spring. Member, Montgomery County Democratic Central Committee, 1965-66. Member, Montgomery County Citizens Planning Association. Former vice-chair, Executive Committee, Montgomery United Way. Former president, Montgomery Chamber of Commerce; former member, Silver Spring Chamber of Commerce. Former president, Rotary Club, Silver Spring. Former director-at-large, Maryland Association for Retarded Citizens. Board of Directors, Boys and Girls Club of Silver Spring. Board of Trustees, Holy Cross Hospital. Member, Foundation Committee for Montgomery College. Humanitarian Award, Jewish Council for the Aging, 2014. Board of Directors, Temple Israel, Silver Spring, Maryland. Widower; three children, eight grandchildren, three great-grandchildren. Died in Rockville, Maryland, May 16, 2022.


The Montgomery County Upcounty Regional Services Center in Germantown was renamed the Sidney Kramer Upcounty Regional Services Center in September 2013 in honor of Mr. Kramer.
