All "engineering questions" and all matters connected with County public improvements come under the supervision of the Director of Public Works and Transportation. All plans and specifications for public improvements must be submitted to the Director for approval. A decision of the Director may be reversed, altered, or amended by the County Administrative Officer. The Director of Public Works and Transportation also serves as the County's Chief Engineer, and Traffic Engineer. (County Charter, secs. 504, 525, 526; County Code, secs. 3-2-1401 through 3-2-1406).
Under the Department are six bureaus: Building and Equipment Services; Engineering and Construction; Highways; Solid Waste Management; Traffic Engineering and Transportation Planning; and Utilities.

The Bureau of Building and Equipment Services maintains and repairs all County government-owned and -leased facilities, provides custodial services and internal mail delivery, oversees surplus equipment, and maintains and repairs County equipment.
The Bureau of Engineering and Construction designs County infrastructure, administers prequalification and selection of engineers and contractors, and conducts bridge inspections. For public roads, sewers, water lines, alleys, buildings, storm drains, bridges, shoreline protection, dredging and parks, the Bureau administers construction contract bidding, processing, and inspection; conducts property surveys; and coordinates City/County projects.
The Bureau of Highways and Equipment Maintenance, formerly the Bureau of Highways, performs snow removal; roadside mowing and tree maintenance; storm debris removal; road resurfacing; pothole repair; street sweeping; driveway access and concrete replacement; and curb, gutter and sidewalk repair and replacement.
The Bureau of Solid Waste Management coordinates and oversees the collection of trash and recycling, the disposal of the County's trash and recycling, and promotes recycling.
The Bureau of Traffic Engineering and Transportation Planning installs and maintains traffic signals and traffic signs, administers the traffic calming program, ensures safe and efficient operation of the County highway system, and plans for anticipated transportation needs.
The Bureau of Utilities maintains and repairs sanitary sewer pipeline, sewage pumping stations; and oversees permitting and monitoring of industrial and commercial wastewater discharge.
