In Jan. 2011, Task Force on Baltimore City Public/Private Development Financing Efforts was convened by City Council member Carl R. Stokes, Jr. Task Force charge was to review Baltimore's process for awarding and then monitoring tax increment financing (fits) and payment in lieu of taxes (pilots). Task Force also was to consider whether these "tifs" and "pilots" were being committed at expense of neighborhood priorities.

Under City Council, Health Committee originated as Health and Environment Committee, which had formed by 1992. It reorganized as Public Safety and Health Committee, and reformed as Health Committee in 2010. Discontinued in Dec. 2016.
Under City Council, reorganized in Dec. 2020 as Health, Environment and Technology Committee.
Under City Council, merged with Urban Affairs and Aging Committee to form Housing and Urban Affairs Committee in Dec. 2016.
Under City Council, Housing and Urban Affairs Committee started as Housing Committee, which had organized by 1992. Some of its functions were assumed by Education, Housing, Health and Human Services Committee. Others were carried out by Community Development Subcommittee of Taxation, Finance and Economic Development Committee. Functions of that subcommittee were restructured as part of Housing and Community Development Committee in 2011.
Under City Council, functions of Investigation Committee became responsibility of Judiciary and Legislative Investigation Committee by 2007. That committee's work was divided between Judiciary Committee and separate Investigations Committee in June 2019.
Under City Council, Judiciary Committee started as Judiciary and Legislative Investigations Committee, which formed by 2007. It reformed as Judiciary Committee in June 2019.
Under City Council, formerly a subcommittee under Budget and Appropriations Committee, Labor Committee was reconstituted under its present name in 2011.
Under City Council, Land Use Committee was created by 1992. Later reorganized as Land Use and Transportation Committee, it adopted its present name in June 2019.
Under City Council, Public Safety Committee started as Public Safety and Health Committee. It reformed as Public Safety Committee in 2010, and as Public Safety and Government Operations Committee in Dec. 2020.
Under City Council and formerly a subcommittee of Public Safety Committee, reorganized as Recreation and Parks Committee in 2011. Discontinued in Dec. 2016.
