In February 2000, the Chief Judge of the Court of Appeals formed the Ad Hoc Committee on Public Access to Court Information. The Commission was to examine whether the Maryland judicial rules governing acess to court records needed to be revised to cover electronic access to records.
The Committee drafted policy guidelines for the dissemination of court records, particularly electronic records, to the public. After public hearings on their policy guidelines, the Committee submitted its report to the Chief Judge of the Court of Appeals on February 7, 2001. In that report, the Committee recommended that further study should be undertaken by a committee representing concerned parties outside the judiciary.
