Born in Gettysburg, Pennsylvania, March 18, 1935. Served in U.S. Army, 1954-56. University of Maryland, B.S., 1959; Washington College of Law, The American University, J.D., 1962. Admitted to Maryland Bar, 1963. Member, Maryland State Bar Association; Frederick County Bar Association (president, 1980; vice-president, 1979). Member, Frederick County Democratic Central Committee, 1970-86 (past chair).
