Born in Cumberland, Maryland, 1939. Attended La Salle High School, Cumberland, Maryland; St. Vincent College, B.A., with honors, 1961; University of Maryland School of Law, LL.B., 1964 (order of the coif, national law school honor society). Admitted to Maryland Bar, 1964. Member, Maryland State Bar Association; Allegany County Bar Association (president, 1991). Instructor (law enforcement & criminal justice), Allegany Community College, 1969-81. Member, Cumberland and Frostburg Elks. Member, St. Patrick Catholic Church, Our Lady of the Mountains Parish, Cumberland, Maryland (eucharistic minister). Died in Cumberland, Maryland, August 29, 2017.
