Born in Easton, Maryland, July 8, 1938. Attended Caroline High School, Denton; Washington and Lee University, B.A. (economics), 1960. Served in U.S. Army, 1961; U.S. Army Reserve, 1961-69. University of Maryland School of Law, LL.B., 1965. Admitted to Maryland Bar, 1965. President, Denton Volunteer Fire Company, 1970-73. President, Rotary Club of Denton, 1981-82. Member, Temple Lodge 128, AF & AM. President, Board of Trustees, Peninsula Conference, United Methodist Church, 1985-88.
