Born in Cumberland, Maryland, 1938. Attended Allegany County public schools; Washington and Jefferson College, A.B. (economics), 1960; University of Maryland School of Law, LL.B., 1963 (editorial board, Maryland Law Review, 1962-63). Admitted to Maryland Bar, 1963. Former partner, Wilson and Sharer, Cumberland. Maryland Panel, The McCammon Group, 2008-. Member, Maryland State Bar Association (alternative dispute resolution section; special committee on voir dire, 2011-); Allegany County Bar Association (president, 1990).
