Attended Baltimore County public schools; Gilman School, Baltimore, Maryland; Harvard College, B.A., 1955; Harvard Law School; University of Maryland School of Law, LL.B., 1959 (order of the coif, national law school honor society). Law clerk to Judge Simon E. Sobeloff, U.S. Court of Appeals for the Fourth Circuit. Admitted to Maryland Bar, 1960. Member, Maryland State Bar Association; Anne Arundel County Bar Association; District of Columbia Bar Association. Award for Ten Best Maryland Administrative Law Decisions, Administrative Law Section, Maryland State Bar Association, 2003. Member, Annapolis Yacht Club. Died in Annapolis, Maryland, July 28, 2018.
