Report to General Assembly due Dec. 31, 2025 (Chapters 936 & 937, Acts of 2024).

In June 2024, the Task Force on the Creation of a Division of Returning Citizens and Expanded Reentry Services, was formed by the General Assembly (Chapters 936 & 937, Acts of 2024).

The Task Force is to identify and assess Maryland's present reentry services; identify gaps in those services; assess the markers of successful reentry; and ensure that the recommendations of the Task Force equally consider returning citizens regardless of gender. A plan to establish a Division of Returning Citizens within the Department of Public Safety and Correctional Services will be devised by the Task Force, and provide measures of reentry success; coordinate existing Department and community reentry programs; and remove barriers to reentry. Further the Plan is to empower residents to break the cycle of recidivism; connect incarcerated individuals to pre–release and postrelease assistance; and expand services for individuals in the State after release from incarceration.

Twenty-six members constitute the Commission. Sixteen are appointed by the Governor. The Senate President and House Speaker each appoint one member, and the Secretary of Public Safety and Correctional Services names one member. Seven members serve ex officio.

Authorization for the Task force ends June 30, 2026.
