Final Report to Governor & General Assembly due Jan. 1, 2026 (Chapters 945 & 946, Acts of 2024).
The Commission is to convene an advisory stakeholder group that includes organizations with experience in criminal justice policy reform; advocating for individuals with learning disabilities and those from marginalized communities; restorative justice; and peer recovery and support services. Working with the advisory stakeholder group, the Commission, using a data–driven approach, is to develop education–focused policies and strategies to increase public safety, and reduce recidivism of adult offenders; and hold roundtable discussion forums for public commentt in all geographic regions of the State. For those subject to the criminal and juvenile justice systems, the Commission also will research best practices for primary, secondary, and postsecondary education, and career or vocational schools. With a focus on education, the Commission will find measures to mitigate risk factors that contribute to adult contact with the criminal justice system; and evaluate how effective current workforce programs for inmates are in training for employment that pays a living wage. Further, the Commission is to seek technical assistance from: the Abell Foundation; the Annie E. Casey Foundation; the Council of State Governments; the Vera Institute of Justice; the Coalition on Adult Basic Education; the RAND Corporation; and similar organizations.
Twenty-one members constitute the Commission. Ten are appointed by the Governor. The Senate President and House Speaker each appoint three members, and the Chief Justice of the Supreme Court of Maryland names one member. Seven members serve ex officio.
Authorization for the Commission ends June 30, 2026.
