In October 2024, the Baltimore Vacants Reinvestment Council was created by the Governor, when the Reinvest Baltimore Program (known as Reinvest Baltimore) was authorized (Executive Order 01.01.2024.34).
State and local efforts to implement Reinvest Baltimore, are coordinated by the Baltimore Vacants Reinvestment Council. Reinvest Baltimore consists of the Baltimore Vacants Reinvestment Initiative, formerly Project C.O.R.E. (Creating Opportunities for Revitalization & Equity) Initiative; and the Baltimore Vacants Reinvestment Council.
Seventeen members constitute the Council. Five members are appointed by the Governor, two members are named by the Baltimore City Mayor, one member is chosen by the Baltiore City Council President, and the Senate President and House Speaker each appoint one member. Seven members serve ex officio, and the Secretary of Housing and Community Development chairs the Council.
Authorization for the Council ends January 15, 2027.
