The Transit Policy Panel formed in August 2000 (Chapters 210 & 211, Acts of 2000). The Panel studied the service policies and demographic needs for transit services (including bus and rail) in the Baltimore region and the Washington, DC, region. It considered the viability and feasibility of parity treatment between the two regions, as recommended by the Commission on Transportation Investment. To implement recommendations of the Maryland Comprehensive Transit Plan Transit Advisory Panel, the Transit Policy Panel projected what services and costs are needed. Such costs include funding and farebox recovery, and indicated short- and long-term effects on the State Transportation Trust Fund.

The Panel reported to the Governor and General Assembly on December 12, 2000.
