The Task Force on the Establishment of a Prescription Drug Repository Program was authorized in July 2005 (Chapter 310, Acts of 2005). Its charge was to weigh the merits of establishing a program to accept and use safe and unexpired surplus prescription drugs donated by pharmacies. The Task Force also recommended what types of drugs might be donated, and who might donate and who might receive drugs. In addition, the Task Force considered liability issues; and recommended what standards and procedures were needed to accept, inspect, store, and dispense donated drugs.

In 2006, the General Assembly established a Prescription Drug Repository Program (Chapter 287, Acts of 2006).

The Task Force submitted its final report to the Governor and General Assembly on July 1, 2006. Authorization for the Task Force ended June 30, 2006.
