In July 2025, the Workgroup on Newborn Home Visiting Services was authorized by the General Assembly (Chapters 719 & 720, Acts of 2025).
The Workgroup charge was to compile updated participant data and expenditures per participant from the home visiting for families with newborns programs in Maryland; compare it with data for evidence–based models for universal nurse home visiting for families with newborns; and identify service gaps between the two. Further, the Workgroup identified opportunities to align the programs with the universal model; potential funding sources to close the gap in services; and workforce needs, including issues related to cultural competency, and recommended ways to address workforce needs.
Fourteen members constituted the Workgroup. Of these, the Governor appointed eleven members, and the Senate President and House Speaker each appointed one. One member served ex officio. The Workgroup chose the Chair.
Authorization for the Workgroup ended June 30, 2026.
