The Governor created the first Maryland Health Care Reform Coordinating Council in March 2010 (Executive Order 01.01.2010.07). On July 26, 2010, that council submitted its interim report to the Governor, and on January 1, 2011, its final report.
In May 2011, the Governor reactivated the Maryland Health Care Reform Coordinating Council (Executive Order 01.01.2011.10). The Council monitored implementation of its recommendations for health care reform in Maryland that conform with the federal Patient Protection and Affordable Care Act of 2010. The Council also advised the Governor's Office of Health Care Reform; identified challenges to implementing reform; coordinated and received briefings from State agencies working on health care reform; and kept public and private entities fully engaged in implementing reform of health care.
Of the Council's sixteen members, ten served ex officio, three were appointed by the Senate President, and three by the House Speaker.
Authorization for the Council ended December 31, 2015.

In July 2011, the Health Care Delivery Reform Subcommittee was authorized by the Council. The Subcommittee tracked the implementation of reform efforts that lower health care delivery costs, improve patients' care experience, and improve their outcomes. Further, the Subcommittee tracked payment reform efforts; and shared and disseminated best practices in health care delivery statewide.
