In October 2013, the Frederick Regional Higher Education Advisory Board was established by the General Assembly (Chapter 375, Acts of 2013). In May 2015, the Board was renamed the Frederick Center for Research and Education in Science and Technology (CREST) Governing Board (Chapter 218, Acts of 2015).
With Hood College, Mount St. Mary's University, and Frederick Community College, the Governing Board worked to establish the Frederick Center for Research and Education in Science and Technology.
In the Frederick County region, the Board supported the development of higher education, and worked with local institutions of higher education in achieving their goals. The Board also marketed and promoted programs offered by the Frederick Center for Research and Education in Science and Technology, and promoted interaction between local business, education, military, nonprofit and Frederick National Laboratory communities.
In November 2015, the Governing Board's mission statement was approved by the Maryland Higher Education Commission.
Board members were appointed to three-year terms by the Frederick Center for Research and Education in Science and Technology Governing Board.
In March 2019, the Board voted to end all programming for the Center in July 2019.
