In July 2018, the Complete Streets Program Regulations Work Group was formed by the General Assembly (Chapters 721 & 722, Acts of 2018).

The Work Group was to assist the Department of Transportation in first developing regulations and then reviewing the regulations for the Complete Streets Program. Within the Department of Transportation, the newly created Complete Streets Program was to provide competitive matching grants to encourage local road projects that create streets to accommodate users of multiple modes of transportation, not just single-occupancy motor vehicles. Safety features in the Program were to include wider sidewalks, dedicated bike facilities, medians, and pedestrian streetscape features. Also planned were a green stormwater infrastructure, using best management practices to reduce the volume of stormwater runoff through infiltration, evapotranspiration, water reuse, and other ecologically sound methods.

Before a local government may apply for a matching-fund grant under the Program, it first must adopt a complete streets policy, and apply to the Department of Transportation to be designated as a certified jurisdiction.

Although the Work Group had no reporting requirement, the Department of Transportation was to report to the Senate Finance Committee and the House Environment and Transportation Committee on the implementation and effectiveness of the local match requirement by December 1, 2020 (Chapters 721 & 722, Acts of 2018).

The Work Group never formed and never met.
