An instrumentality of the State, the Maryland Thoroughbred Racetrack Operating Authority was formed to maintain the State as a "best-in-class" thoroughbred horse-racing venue.
Administered by the Authority, the Maryland Racing Operations Fund helps the Authority finance the acquisition, construction, rehabiliation, or other capital or operating expenses for thoroughbred racetracks in Maryland (Code Economic Development Article, sec. 10-1008).
Thirteen members constitute the Authority. They are appointed to four-year terms. With Senate advice and consent, the Governor appoints five members, and the Senate President and House Speaker each appoint one member. The Governor also appoints three nonvoting members, who reside near the Bowie, Laurel Park and Pimlico racetracks; and one nonvoting member, who is a State Racing Commission member. Two additional members serve ex officio. The Executive Director is chosen by the Authority (Code Economic Development Article, secs. 10-1004, 10-1005).
Authorization for the Authority ends June 30, 2029 (Chapter 410, Acts of 2024; Code Economic Development Article, secs. 10-1001 through 10-1008).
