MARYLAND OFFICE OF THE INSPECTOR GENERAL FOR HEALTH

ORIGIN & FUNCTIONS

In October 2006, the Office of Inspector General was authorized by the General Assembly within the Department of Health and Mental Hygiene (now Maryland Department of Health) (Chapter 70, Acts of 2006). Effective July 1, 2022, the Office was renamed the Maryland Office of the Inspector General for Health, and made an independent agency of State government by the General Assembly (Chapter 325, Acts of 2021; Code Health-General Article, secs. 2-501 through 2-506).

The Office is charged with investigating fraud, waste, and abuse of Maryland Department of Health funds, as well as behavior in the Department that threatens public safety or demonstrates negligence, incompetence, or malfeasance.

With Senate advice and consent, the Inspector General for Health is appointed unanimously to a five-year term by the Governor, the Attorney General, and the State Treasurer (Code Health-General Article, secs. 2-502.1).

The Office oversees two divisions: External Audit; and Program Integrity.

EXTERNAL AUDIT DIVISION
In October 2006, the External Audit Division originated as the Audit Division under the Office of Inspector General within the Department of Health and Mental Hygiene. When the Office reformed as an independent agency in July 2022, the Division was renamed as the External Audit Division.

The Division reviews the expenditure of Maryland Department of Health grants to Maryland’s local health departments and private vendors, which provide health care services (COMAR 10.04.03.04).

PROGRAM INTEGRITY DIVISION
In Medicaid and other government programs, the Program Integrity Division investigates potential recipient fraud, and reviews provider records.
