ORIGIN & FUNCTIONS


In June 2019, the Maryland Office of the Inspector General for Education was authorized by the General Assembly (Chapter 771, Acts of 2019).

The Office is headed by the Inspector General for Education.

INSPECTOR GENERAL FOR EDUCATION


[photo, 100 Community Place, Crownsville, Maryland] The Inspector General for Education examines local boards of education; local school systems; public schools; nonpublic schools that receive State funds; the State Department of Education; and the Interagency Commission on School Construction. Further, the Inspector General receives and investigates information and complaints concerning compliance with State and federal law; potential fraud, waste, and abuse of public funds and property; and civil rights violation involving students or employees.

With Senate advice and consent, the Inspector General is appointed to a five-year term unanimously by the Governor, the Attorney General, and the State Treasurer (Code Education Article, secs. 9.9-101 through 9.9-105).

DEPUTY INSPECTOR GENERAL

The Deputy Inspector General manages daily operations of the Maryland Office of the Inspector General for Education and coordinates each unit's activities. The Deputy Inspector General helps the Inspector General develop and implement strategic initiatives, direct the agency's statewide audit and investigative programs, supervise legal and administrative management, and engage with Executive and Legislative Branch agencies and their staffs.

INVESTIGATIONS UNIT
Allegations of improper or illegal activities by local school system employees, contractors, or other entities doing business throughout Maryland are investigated by the Investigations Unit. Such allegations of waste, fraud, and abuse are received from various sources, including by mail, email (oige.tips@maryland.gov), walk-ins, referrals from other departments and outside agencies, and through the agency's Fraud Hotline, 1-844-OIGETIP (644-3847). The Investigations Unit also receives referrals from the Investigative Audits Unit.

The Supervisory Inspector General for Investigations heads the Investigations Unit and reports directly to the Deputy Inspector General, who serves as the principal adviser to the Inspector General on investigative matters with responsibility for directing the staff assigned to the Investigations Unit. The team’s workload consists of proactive projects and investigations designed to prevent waste, fraud, and abuse.

INVESTIGATIVE AUDITS UNIT
The Investigative Audits Unit uses audit techniques and skills to examine programs and operations in information technology, school operations, business and finance, facilities services, and special projects, such as the school police, charter schools and special education. The Unit also examines contracts relative to various statewide activities in procurement and construction. Unit investigations conform to generally accepted government auditing standards.

The Supervisory Inspector General for Investigative Audits reports directly to the Deputy Inspector General, who serves as the strategic thinker and subject matter expert in investigative audits and related issues within the Office of the Inspector General for Education. The Deputy Inspector General oversees auditors, who examine local school system programs, operations, and contracts relative to various statewide activities.
