Authorized in October 2017, the Maryland Education Development Collaborative is a body politic and corporate and is an instrumentality of the State (Chapter 849, Acts of 2017).
To promote 21st-century learning as well as socioeconomic diversity in Maryland's public schools, the Collaborative will advise the General Assembly, the State Board of Education, and local school systems on needed statutory and policy changes.
The Collaborative will work to collect and transmit knowledge and technology concerning evidence-based best practices for 21st-century learning to local school systems, the State Board of Education, and local and State policymakers. The purpose is to ensure that: children come to school ready to learn and struggling students receive extra support; every child has access to effective teachers; and each child is expected to achieve. Moreover, an intellectually rigorous and effective system of career and technical education is to be made available to students seeking an applied education; students pursuing higher education will be prepared to start without needing remedial help; and educational reforms will be part of a clearly designed and comprehensive plan.
The Collaborative's Governing Board consists of ten members. They are appointed to four-year terms by the Governor with the advice and consent of the Senate. The Governing Board is to establish an Advisory Board, and the Collaborative will employ an Executive Director.
Authorization for the Collaborative ends September 30, 2021.
