    Budget


    In June 2023, Maryland Thoroughbred Racetrack Operating Authority was created by General Assembly (Chapter 111, Acts of 2023).

    An instrumentality of State, Maryland Thoroughbred Racetrack Operating Authority was formed to maintain State as a "best-in-class" thoroughbred horse-racing venue.

    Administered by Authority, the Maryland Racing Operations Fund helped Authority finance acquisition, construction, rehabilitation, or other capital or operating expenses for thoroughbred racetracks in Maryland (Code Economic Development Article, sec. 10-1008).

    Thirteen members constituted Authority. They were appointed to four-year terms. With Senate advice and consent, Governor appointed five members, and Senate President and House Speaker each appointed one member. Governor also appointed three nonvoting members, who resided near Bowie, Laurel Park, and Pimlico racetracks; and one nonvoting member, who was a State Racing Commission member. Two additional members served ex officio. Executive Director was chosen by Authority (Code Economic Development Article, secs. 10-1004, 10-1005).

    Authorization for the Authority was scheduled to end June 30, 2029, but instead it was dissolved on June 30, 2025, when its functions transferred to the Maryland Economic Development Corporation and the Maryland Stadium Authority (Chapter 410, Acts of 2024; Chapter 604, Acts of 2025; Code Economic Development Article, secs. 10-1001 through 10-1008).
