Advisory Committee on Transportation Goals, Benchmarks, and Indicators was authorized in October 2000 (Chapter 303, Acts of 2000). Committee advises Department on developing measurable, long-term transportation goals and intermediate benchmarks of progress towards those goals. Annually, Department submits a report on how these goals and benchmarks are being attained in implementation of Maryland Transportation Plan and Consolidated Transportation Program (Code Transportation Article, sec. 2-103.1). Advisory Committee, however, is only convened cyclicly when goals and benchmarks are evaluated for potential changes.

Last met in 2008; will reconvene in 2013.

In Feb. 2005, Secretary of Transportation created Baltimore/Washington International (BWI) Airport Governance Study Group. Study Group was charged with analyzing whether Airport's current governance structure was most efficient.

On June 1, 2009, Panel submitted its report to Secretary of Transportation.

Cecil/Harford Bridges Work Group was convened in April 2006 by Executive Secretary of Maryland Transportation Authority. Work Group considered economic impact of tolls on Cecil County, and potential traffic congestion during planned repairs on Thomas J. Hatem Memorial Bridge which crosses Susquehanna River. Matters of public safety and economic development relating to location of toll plaza on Interstate 95 in Cecil County also were evaluated.

Recommendations of Work Group were reviewed by Maryland Transportation Authority.

In May 2014, Secretary of Transportation convened Central Maryland Transit Study Group (Joint Chairmen's Report, 2014, p. 62). Study Group scrutinized how much creation of a central Maryland regional transit authority would cost State, local jurisdictions, and public. Further, Study Group considered Maryland Transit Administration's ongoing update of State management plan, and how Administration makes grants to local entitites.

In July 2014, Study Group reported to General Assembly's budget committees.

Driver Instructional Services derives from the Division of Driver Control and Records which became Driver Control in 1995.

Abolished by Jan. 2024.

Driving privileges of individuals who fail to appear in court after receiving a motor vehicle citation are suspended by the Division. The Division also distributes citation books to law enforcement officers and accounts for citations issued.

Within the Division are the central license file and case history files. Certified copies of driving records are available from the Division.

Driver Instructional Services oversees four programs: Alcohol Education; Driver Education; Driver Improvement; and Motorcycle Safety.

Alcohol Education Program. For drivers convicted of driving under the influence of alcohol or driving while intoxicated, Driver Instructional Services oversees their assessment, referral to an appropriate instructional program, and verification that they have completed the instruction.

Driver Education Program. (Code Transportation Article, secs. 16-501 through 16-507).

Driver Improvement Program. Established in 1962, the Program provides court-ordered instruction to drivers requiring rehabilitation.

Motorcycle Safety Program. Created in 1983, the Program works to improve motorcycle safety by rider education and a public awareness program that promotes the concept of "sharing the road" (Chapter 674, Acts of 1983; Code Transportation Article, secs. 16-601 through 16-606; 21-301 through 21-1306.1).

In Dec. 2004, Secretary of Transportation created Task Force on Traffic Capacity Across the Chesapeake Bay. Task Force examined options for reducing traffic congestion on Bay Bridge, which is projected to increase by 40 percent over the next twenty years.

Task Force reported its recommendations to Secretary in July 2006.

TRANSIT FUNDING STUDY STEERING COMMITTEE

Transit Funding Study Steering Committee organized in July 2006 (Chapter 443, Acts of 2006). Committee was charged with providing guidance and direction to Department in producing two studies. First study analyzed what funding is needed for transit in Maryland over next twenty years, both capital and operational funding needs. Second study reviewed how transit services are funded nationwide, including state, regional and local strategies, and funding for cities with large transit systems. Revenue sources not currently used in Maryland also were evaluated.

Of Committee's eight members, three were appointed by Senate President, three were appointed by House Speaker, and two served ex officio.

Report submitted in Dec. 2006; final report submitted in Jan. 2007.

TRANSIT POLICY DEVELOPMENT
Under Maryland Transit Administration, restructured as Policy Development and Control under Office of Performance Management and Statistical Analysis in March 2012.

TRANSPORTATION POLICY
Under Deputy Secretary, renamed Transportation Policy and Freight in Jan. 2011.

TRANSPORTATION POLICY & ANALYSIS
Transportation Policy and Analysis started as Transportation Policy and Freight. It restructured as Policy Analysis and Planning in July 2015. It later assumed its current name.

Abolished by Jan. 2024.

TRANSPORTATION POLICY & FREIGHT
Under Deputy Secretary for Policy, Planning, and Enterprise Services, restructured as Policy Analysis and Planning in July 2015.

TRANSPORTATION PROFESSIONAL SERVICES SELECTION BOARD
Transportation Professional Services Selection Board was authorized in 1974 (Chapter 732, Acts of 1974).

When a contract exceeded $100,000, Board made recommendations to Board of Public Works on award of contracts for architectural or engineering services needed by Department. Actions of Selection Board were governed by Maryland Procurement of Architectural and Engineering Services Act - Transportation Agencies (Code State Finance and Procurement Article, secs. 13-301 through 13-323) and requirements of State Procurement Regulations (COMAR 21.12.02).

Board had four members. Governor appointed two members to five-year terms and, upon recommendation of Secretary of Transportation, selected an additional member from Department of Transportation. Secretary of Transportation served ex officio.

Abolished Oct. 1, 2017 (Chapters 588 & 589, Acts of 2017).
