Born in Baltimore, Maryland, September 24,1929. Attended Baltimore Polytechnic Institute, Baltimore, Maryland; The Johns Hopkins University, B.S. (civil engineering), and certificate in mechanical engineering; University of Baltimore, graduate courses in real estate appraisal; University of Maryland, graduate courses (water resources management). Served in Maryland Air National Guard for 20 years (captain). Member, Maryland Association of Engineers (board member & past president); American Society of Civil Engineers (past board member & president, Maryland Section). Chair and board member, National Multiple Sclerosis Society. Board member and past chair, Hot Line for Youth, Inc. Award of Life Membership for Outstanding Service, Maryland Association of Engineers. Outstanding Public Official Award, American Subcontractors' Association, 1979. Engineer of the Year Award, National Society of Professional Engineers, 1984. Widower. Died in Baltimore, Maryland, June 15, 1997.

The Camden Yards Light Rail Station in Baltimore is dedicated to Richard H. Trainor for his outstanding public service and leadership in the construction of transportation and public facilities throughout Maryland. An historical marker in his name is located at the Camden Yards Light Rail Station.
