ADMINISTRATION
Administration took over many responsibilities of Investment Management, which originated as Information Technology in 1993. At that time, first Governor and then General Assembly established position of Chief of Information Technology to develop policies, procedures, and standards for statewide information technology (Executive Order 01.01.1993.06; Chapter 120, Acts of 1993). Within Office of Information Technology, division reformed as Planning, Standards, and Technical Assistance in 1996, and as Planning, Policy, and Standards in 1999. It became Information Technology Investment Management in July 2002, and Investment Management in Nov. 2004. Its functions were assigned to Strategic Planning in July 2005. Strategic Planning joined Department of Information Technology in July 2008, and was placed under Administration in June 2009. That same month, Administration organized to oversee Fiscal Services, Strategic Planning, and Telecommunications Access of Maryland.

In Feb. 2016, the Chief of Staff became responsible for the units under Administration.

In June 1999, Applications and Client Delivery Services formed as Application Systems Management within Department of Budget and Management, and transferred to Department of Information Technology in July 2008. In April 2015, it reorganized as Applications Management, and later reformed under its present name.

Applications and Client Delivery Services designed, developed, implemented, maintained, and operated a fully integrated statewide administrative systems for accounting, budgeting, financial management, personnel, and other administrative functions. It oversaw Application Development; E-mail and Identity Management; Enterprise Resource Planning; Geospatial Services; and Web and eGov. Within Applications and Client Delivery Services, the Maryland Statewide Phone Directory also was maintained and updated.

CHIEF OPERATING OFFICER
Functions of the Chief Operating Office began in February 2009, when Operations formed to oversee Applications Systems Management, Enterprise Information Services, the Networks Division, and Web Systems. Thereafter, the Chief Operating Officer was made responsible for Application Management, Infrastructure, the Statewide Radio System, and Statewide Security Systems in April 2015.

END USER COMPUTING & SUPPORT
End-User Computing and Support began as Customer Services under Enterprise Information Services. It became Customer Service Center under Infrastructure in April 2015, and adopted its present name in February 2016.

This unit oversaw Desktop Services and the Service Desk, which assisted State agency users to resolve any difficulties they encounter using statewide computer applications, such as the Financial Management Information Systems. Center provided on-line registration for training to use the Financial Management Information Systems, and maintained its Bulletin Board System, which provided daily updates on system problems, hour changes, batch cycle information, user group meetings, migrations, and other important information. In addition, Center assisted citizens using State agency websites maintained by the Department.

ENTERPRISE ARCHITECTURE
Renamed Enterprise Planning and Architecture in April 2015.

ENTERPRISE ARCHITECTURE
Enterprise Architecture began as Enterprise Planning and Architecture. Formerly under Enterprise Information Services, it was renamed Enterprise Architecture and moved under Statewide Security Services in April 2015. To Office of Security Management, it transferred in June 2019. Thereafter, it was placed under the Deputy Secretary by 2023.

This office worked to develop technically compatible information technology systems statewide, in both State and local government. By setting standards and establishing guidelines for Maryland's technical architecture framework, State agencies were helped to develop more efficient and effective information technology structures.

ENTERPRISE INFORMATION SERVICES
Enterprise Information Services began within Department of Budget and Management as Network and Technical Services, and became Enterprise Networking Services under Telecommunications in 1996. Enterprise Networking Services was made a main unit under Department of Information Technology in July 2002, reformed as Enterprise Infrastructure Systems in Jan. 2003, and reorganized as Enterprise Information Services in Nov. 2004. It transferred to Department of Information Technology in July 2008, and was placed under Operations in Feb. 2009.

Enterprise Information Services oversaw Customer Services, Enterprise Architecture, the Google Migration Team, Security Services, and Technical Services.

Disbanded in April 2015, with some functions going to Application Management and some to Infrastructure.

ENTERPRISE PROGRAM MANAGEMENT OFFICE
In July 2002, Enterprise Program Management formed under State Information Technology as Contracts and Project Management and transferred to Strategic Planning as Project Management Office in July 2005. It was renamed Project Oversight Office in July 2010, and Project Management Office in April 2015. It was restructured under its present name in February 2016.

Enterprise Program Management helped State agencies acquire information technology services and products, including basic daily activities, such as internet and statewide intranet access, e-mail, computer server operations, and file sharing. It provided State agencies with Managed Security Services for maintaining network firewalls; and End User Services to support computer workstations; malware protection software, encryption, and host intrusion prevention system software. In addition, State agencies were provided with Infrastructure Services to host agency virtual services at a third-party service providers' hosting data center, and manage local agency area networks, including wireless network segments.

ENTERPRISE RESOURCE PLANNING
In 1991, Enterprise Resource Planning organized initially as Financial Management Information Systems (FMIS), which created a new, high-technology, administrative management system for State government. In 1996, it was placed under Office of Information Technology, and in July 2008 moved to Department of Information Technology. Under Application Systems Management, it reformed as Support Technical and Financial Management Information Systems in February 2009 and as Enterprise Resource Planning in April 2015.

Enterprise Resource Planning was responsible for computer applications that managed system of State government purchasing, accounting, payroll, personnel, and budgeting.

OFFICE OF RURAL BROADBAND
In June 2017, Office of Rural Broadband was created by Governor (Executive Order 01.01.2017.14).

Office helped local Maryland jurisdictions improve their access to high-speed internet. Moreover, Office identified sources of funds for these services, including federal funds, and helped local governments apply for them.

In April 2018, demonstration projects on the Eastern Shore and in Western Maryland were completed and came under the oversight of the Office. In addition, the Office worked to support and complement the assessments, evaluations, studies, and other work of the Task Force on Rural Internet, Broadband, Wireless, and Cellular Service, and act consistently with the goals and purposes of the Connecting Rural Maryland Act of 2017 (Chapters 620 & 621, Acts of 2017).

Headed by an Assistant Secretary, Operations reformed in January 2017 to oversee units formerly under the Chief Operating Officer.

Operations was responsible for Client Services; Infrastructure; and the Office of Security Management.

STATEWIDE SECURITY SERVICES

Security Services set policy and established standards for secure use of State's information technology resources. To State agencies, Security Services provided guidance and education on security awareness, assisted in preparing disaster recovery plans, and granted login access to Department's secure websites and applications, such as Financial Management Information System.

Replaced by Office of Security Management in June 2019.

Telecommunications and Network Services maintained Local Area Network, which connects electronically Department's Baltimore and Annapolis offices.

USER TECHNOLOGY

VOICE SYSTEMS
Voice Systems originated as Voice and Customer Services in 1996 under Telecommunications within Department of Budget and Management, became Technical Support Services in 1997, and Voice and Technical Services in 2002. As Voice Services, it transferred from Telecommunications to Enterprise Information Services in November 2004. It was made part of Networks Division in Department of Information Technology in July 2008. When Networks Division reformed as Infrastructure in April 2015, Voice Services was renamed Voice Systems and placed under Telecommunications and Network Services.

For State agencies, Voice Systems coordinated the development, procurement, management, and operation of telecommunication equipment and systems for voice applications. The office provided technical advice and consultation services to State and local governments. By developing policies and standards for the acquisition and use of voice systems, Voice Systems promoted the compatibility of telecommunications systems within State agencies.

WEB & eGOV

Origins of Web and eGov trace to Department of Budget and Management, where Web Systems was established formally within Office of Information Technology in July 2005. Web Systems became part of the Department of Information Technology in July 2008, and was placed under Operations in February 2009. In February 2015, Web Systems moved under Strategic Planning. In April 2015, Web Systems reformed as Web and eGov, and transferred to Application Management.

Web and eGov managed the State's Internet portal, which provides centralized on-line access to State agency websites for Maryland citizens. The Department's web presence also was managed by Web and eGov, which hosted certain statewide applications and community websites, and coordinates strategic initiatives, such as web branding.
