In June 2016, Secretary of General Services convened Change Order Work Group (Chapter 581, Acts of 2016). Work Group was to develop recommendations to address issues concerning State procurement for construction contracts, including scope review process; termination for convenience; uniformity of change-order practices and authority; prompt payment and interest, force account practice and policies; funding; contractor capacity; and any other relevant issue.

On December 31, 2016, Work Group submitted its recommendations to Senate Education, Health and Environmental Affairs Committee, and House Health and Government Operations Committee.

COMMODITY PROCUREMENT & PURCHASING BUREAU
Under Procurement and Logistics, reorganized as Commodity Procurement in 2003.

COMMUNICATIONS OFFICE
Renamed Public Information Office in April 2003.

DISTRICT COURT/MULTI-SERVICE CENTERS DIVISION
In Nov. 2003, renamed Multi-Service Centers Division and reorganized by region.

ENERGY MANAGEMENT DIVISION
In 2003, Energy Management Division was created within Facilities Operations and Maintenance. To save energy and reduce cost, Division analyzed State's utility bills for accuracy and usage trends, and monitored a database tracking such usage. Division also promoted energy efficiency in State buildings and implemented conservation practices.

In 2007, its functions were assumed by Office of Energy Performance and Conservation in Office of Secretary.

ENERGY PROJECTS & SERVICES
In 1992, Energy Projects and Services organized under Engineering and Design Division, which became Project Management and Design Division in 1996. From Dec. 1999 to Jan. 2001, Energy Projects and Services functioned under Assistant Secretary for Facilities Planning, Engineering, and Construction. In Jan. 2001, it became an independent division, and in July 2007 was placed under Office of Energy Performance and Conservation.

Energy Projects and Services helped State agencies reduce energy consumption and improve indoor air quality.

Abolished in 2013.

Under Office of Secretary, reorganized as Office of Communications and Marketing in July 2008.

GENERAL PROFESSIONAL SERVICES SELECTION BOARD

To offer an equitable method for awarding State contracts for goods or services needed by Maryland government, General Professional Services Selection Board was established in 1974 (Chapter 732, Acts of 1974). Formerly under Facilities Planning, Design, and Construction, Board moved in October 1993 to Services and Logistics, now Procurement and Logistics.

Board recommended award of architectural and engineering service contracts to Board of Public Works on certain State-financed capital projects for which the design fee exceeds $100,000. For professional service contracts, Secretary designated a committee to review qualifications of architectural and engineering firms, and rank qualified firms. Another committee conducts preliminary negotiations. Board approved ranking of firms and results of these negotiations with most qualified firms at a price Board determined to be fair, competitive, and reasonable.

Four permanent members and one floating member constituted Board. Permanent members were Secretary of General Services or designee; one member chosen by Governor from within Department upon recommendation of Secretary; and two members appointed to five-year terms by Governor. Floating member was head or designee of State agency that proposed to procure architectural or engineering services (Code State Finance & Procurement Article, secs. 13-201 through 13-218).

Abolished Oct. 1, 2017 (Chapters 588 & 589, Acts of 2017).

INFORMATION MANAGEMENT
Under Facilities Planning, Design, and Construction, renamed Management Information in May 2017.

INFORMATION SERVICES DIVISION
Under Procurement and Logistics, renamed Information Technology Group in March 1999 and transferred to Office of Secretary.

INFORMATION TECHNOLOGY
Functions of Information Technology organized by 1981 as Data Information Services under Office of Administration and Fiscal Services. By 1983, unit became Information Services Division and, in 1989, moved to Office of Telecommunications. In 1991, Division was made part of Finance and Administration and, in 1997, joined Procurement and Logistics. Division reformed in March 1999 as Information Technology Group, transferred to Office of Secretary at that time, and restructured as Information Technology in December 1999. Information Technology moved to Administrative Division in April 2003.

This office managed and operated Department data and word processing resources, including Department's AS/400 Minicomputer and 350 personal computers. It also provided security for these systems and served as project manager in developing custom applications software for AS/400.

Centralized word processing for Department was provided by Information Technology. In addition, it was responsible for systems analysis and programming, and network and personal computer administration.

Functions assumed by Department of Information Technology in July 2014.

INNER HARBOR DIVISION
Under Faciliies Operations and Maintenance, made a division, separate from Baltimore Public Buildings and Grounds Division, in Oct. 2007, and merged with that Division in Jan. 2018.

INNER HARBOR STATE OFFICE COMPLEX
In Nov. 2003, became part of Baltimore Public Buildings and Grounds Division.

INVESTIGATIONS DIVISION
Under Maryland Capitol Police, abolished by 2023.

INVENTORY STANDARDS & SUPPORT SERVICES
Formerly under Procurement and Logistics, discontinued in 1996.

PROGRAM OPEN SPACE UNIT
Under Land Acquisition and Disposal, Program Open Space Unit started in 1996. It acquired all Open Space property for State parks, wildlife preserves, and natural environment areas for Department of Natural Resources. To secure such property, Unit obtained independent appraisals, negotiated with owners, secured purchase options, and requested Board of Public Works approval on proposed terms of purchase. Disposition of excess property and property transfers between State agencies also were processed by Program Open Space and presented for approval to Board of Public Works.

Effective July 1, 2011, functions transferred to Department of Natural Resources (Chapter 410, Acts of 2011).

PROJECT MANAGEMENT & DESIGN DIVISION
Under Facilities Planning, Design, and Construction, renamed Public Schools and Community Colleges Division in 2016.

PUBLIC INFORMATION OFFICE
In March 2003, combined with Governmental Affairs to form External Affairs.

REIMBURSABLE PROGRAM
Under Maryland State Agency for Surplus Property, functions assumed by State Warehouse Operations in 2000.

STATE PRINTING & DUPLICATING
State Printing and Duplicating assisted State agencies with graphic reproduction, including printing, publishing, duplicating, photocopying, graphic design, typography and graphic art production. It helped State agencies set performance standards and goals for in-State duplicating and copying installations. State Printing and Duplicating also prepared State specifications and standards for printing, publication, equipment, and supplies. Procurements of equipment, supplies and services for them were made by or through State Printing and Duplicating and were subject to its standards (Code State Finance and Procurement Article, sec. 4-305).

State Printing and Duplicating evolved from certain functions of two agencies: Purchasing Bureau, and Office Services Section. In 1970, Office Services Section formed within Office of Central Services. When printing purchasing functions of Purchasing Bureau combined with Office Services Section, Printing and Publication Division was created in 1974. After formation of Office of Procurements and Contracting, Division restructured as Graphics and Reproduction Services in 1994. It was renamed Visual Communications and Digital Imaging Division in 1997. In April 2003, it was made part of Procurement and Logistics and, in February 2004, Division was renamed State Printing and Duplicating. In June 2005, it moved under Logistics.

State Printing and Duplicating was taken over by Maryland Correctional Enterprises in Dec. 2005 and moved to Maryland Correctional Institution - Jessup in Nov. 2008.

STATE WAREHOUSE OPERATIONS
Under Maryland State Agency for Surplus Property, phased out in April 2008 when State shifted to on-line auctioning of surplus State property.

SUSTAINABILITY
Under Procurement and Logistics, phased out in Jan. 2015.

TECHNOLOGY & eMARYLAND MARKETPLACE
Under Procurement and Logistics, merged with Office of Business Enterprises and Technology Services in Dec. 2008.

TECHNOLOGY MANAGEMENT
Under Administrative Division, renamed Technology Services in May 2017.

VISUAL COMMUNICATIONS & DIGITAL IMAGING DIVISION

Transferred to Department of Veterans Affairs on Oct. 1, 1999 (Chapter 125, Acts of 1999).

YEAR-2000 COMPLIANCE OFFICE
Year-2000 Compliance Office was created in March 1999 within Office of Secretary. With Maryland Year-2000 Project Management from Department of Budget and Management, Year-2000 Compliance Office worked to ensure that Department technology was Y2K-compliant. For Department business functions, Office oversaw development of risk management analyses and contingency plans.
