CHARITABLE ENFORCEMENT & PROTECTION WORK GROUP

At request of General Assembly, Secretary of State and Attorney General convened Charity Enforcement and Protection Work Group in July 2014 (Chapter 654, Acts of 2014). Work Group was to consider what information should be reported to Secretary of State by charitable organizations and representatives and fund-raising counsel; how it might be most effectively and efficiently collected; and how such information should be shared.

Originally, Work Group was to submit reports to Governor and General Assembly in 2014 and 2015. An interim report was submitted in Dec. 2014. Legislation extended reporting dates by making a second interim report due Dec. 1, 2015, and final report due Dec. 1, 2016 (Chapter 73, Acts of 2015). Work Group submitted its final report in Dec. 2016.

Reorganized as Charities and Legal Services Division on July 1, 2000.

COMMUNITY & GOVERNMENTAL RELATIONS
Renamed Intergovernmental and International Relations in July 2000.

DISCLOSURES
Formerly under Legal Services, Disclosures was placed under Deputy Secretary of State in Jan. 2018.

Persons whose business with State or local governments aggregate $100,000 in any one year formerly were required to disclose certain information to Secretary of State (Code State Finance & Procurement Article, sec. 13-221). Since July 1, 2024, State law now requires this information be disclosed instead to State Board of Elections (Chapters 22 & 23, Acts of 2024; Code Election Law Article, secs. 14-101 through 14-110).

Renamed Policy and External Affairs in 2013.

INTERGOVERNMENTAL & INTERNATIONAL RELATIONS DIVISION
Renamed International and Intergovernmental Relations Division in Oct. 2003.

INTERNATIONAL & INTERGOVERNMENTAL DIVISION
Renamed International Division in 2004.

INTERNATIONAL DIVISION
International Division of Office of Secretary of State began as Community and Governmental Relations Division. It reorganized as Intergovernmental and International Relations Division in July 2000, as International and Intergovernmental Division in October 2003, and as International Division early in 2004.

Division's primary functions centered on Governor's Subcabinet for International Affairs, and Maryland Sister States Program.

In international affairs, Secretary of State represented Maryland and Governor, and chaired Governor's Subcabinet for International Affairs, which Division staffed. Moreover, at public events, Division represented State of Maryland.

Disbanded July 1, 2020, and staff transferred to Office of International Investment and Trade in Department of Commerce.

LEGAL SERVICES & REGISTRATIONS
Functions transferred to Charities and Legal Services Division on July 1, 2000.

MARYLAND CONTRACT WEEKLY
Maryland Contract Weekly began in 1992 as Maryland Register Contract Weekly and was given its present name in 1994.

Maryland Contract Weekly published notices of bids requested and awards announced on all State contracts valued above $25,000. Since 1993, county and municipal bid and award notices could be published in Weekly (Chapter 509, Acts of 1993). In 1999, Maryland Contract Weekly was made accessible through the Internet as Maryland Contract Weekly Online.

Publication of Weekly ceased on July 1, 2006, when all requests for proposals and invitations for bids were required to be posted on eMaryland Marketplace (Chapter 515, Acts of 2004).

ONLINE SERVICES
Online Services began in 1984 to oversee Maryland Information Retrieval System. When that system was superceded by online versions of Division publications in 2000, certain functions of Online Services transferred to Information Technology.

PERPETUAL CARE
Functions related to Perpetual Care transferred to Office of Cemetery Oversight within Department of Labor, Licensing, and Regulation on Oct. 1, 1997 (Chapter 675, Acts of 1997).

POLICY & EXTERNAL AFFAIRS
Formerly overseen by Deputy Secretary of State, phased out in Jan. 2015.

SUPPORT SERVICE DIVISION
Reorganized as Administration and Support Services Division in 2013.
