In July 2017, the Work Group on the Maryland Open Transportation Investment Decision Act was formed by the General Assembly (Chapter 30, Acts of 2017).
The Work Group charge was to evaluate the scoring model for major transportation projects developed by the Department of Transportation as specified by legislation in 2017 (Chapter 30, Acts of 2017). This model allows projects to be ranked in terms of those being most needed having the greatest priority. Moreover, the Work Group was to consider how prioritizing major projects with higher scores over those with lower scores would affect the Consolidated Transportation Program in Fiscal Years 2019, 2020, and 2021. How other states prioritize their transportation projects and whether those processes would work in Maryland also was to have been evaluated by the Work Group. In addition, the Work Group was to recommend whether State law governing the transportation scoring system should be modified or changed.
The Work Group never met and was disbanded.
