In August 2015, the Death with Dignity Work Group was convened by the Chairs of the Senate Judicial Proceedings Committee, the House Judiciary Committee, and the House Health and Government Operations Committee.

The Work Group studied and gathered information on issues raised by the Richard E. Israel and Roger (Pip) Moyer Death with Dignity Act (Senate Bill 676, House Bill 1021), which failed to pass in the 2015 legislative session. The Act would have allowed a qualified patient to request assistance from a physician to provide aid in dying. The goal of the Work Group was to foster a more informed debate during the 2016 legislative session about patients' end-of-life options and areas of agreement and disagreement on the issues. Bills introduced in the 2016 Session (Senate Bill 418, House Bill 404) also failed to pass.

The Work Group last met in December 2015.


Roger (Pip) Moyer, former Annapolis Mayor, died in Annapolis, Maryland, January 10, 2015. Richard E. (Dick) Israel, Esq., former Assistant Attorney General and former Annapolis Alderman, died in Annapolis, Maryland, July 20, 2015.
