Annual Report to Governor & General Assembly due Dec. 31 of each year Committee meets (Chapter 51, Acts of 2007; Code State Government Article, sec. 2-10A-11).

Report to Governor & General Assembly on study of changes to unemployment insurance system resulting in a cost-neutral plan that gradually would raise maximum weekly benefit to 54% of average weekly wage due Dec. 1, 2010 (Chapter 2, Acts of 2010).

Report to Governor & General Assembly on study of State & federal unemployment laws regarding employing units engaged in seasonal employment due Dec. 1, 2010 (Chapter 516, Acts of 2010).


The Joint Committee on Unemployment Insurance Oversight originated as the Committee on Unemployment Insurance Oversight in July 2005 (Chapter 169, Acts of 2005). The Committee was to examine the condition of the unemployment insurance system in Maryland following implementation of Chapter 169, Acts of 2005.

In December 2005, the Committee on Unemployment Insurance Oversight issued an interim report (Interim Report, December 19, 2005), and in January 2007, a final report. Authorization for the Committee expired December 31, 2006.

Effective June 1, 2007, the Committee was reestablished as the Joint Committee on Unemployment Insurance Oversight, a legislative committee (Chapter 51, Acts of 2007).

Besides continuing to monitor the impact of the implementation of Chapter 169, Acts of 2005, on the State's unemployment system, the Joint Committee may consider whether changes are necessary to the system in order to maintain its fairness, and the Unemployment Insurance Trust Fund's ability to pay out benefits. Further, the Joint Committee considers how current State and federal law applies to employers engaged in seasonal industries.
