In 1992, Legislative Policy Committee established Article 27 Revision Committee to review laws relating to crimes and punishments. Revision Committee recommended, and General Assembly has passed, substantive revisions of laws on arson and burglary, assault, disorderly conduct, escape from detention, explosives, trespass, and victims' rights.

Committee discontinued in June 2008.

From 1970 until 1985, recodification of Annotated Code of Maryland was carried out under supervision of Commission to Revise the Annotated Code of Maryland. In 1985, Legislative Policy Committee began to oversee Code revision under a reorganized structure of small committees with continuing review by General Assembly. To streamline code revision, Senate President and House Speaker in 1986 formed Code Revision Committee as a "steering committee." Reformed as Article Selection Committee by 1987, it was renamed Code Revision Committee in 1990.

Code Revision Committee reviewed and suggested updates to Annotated Code of Maryland. Appointed by Legislative Policy Committee, Code Revision Committee provided advice on which Articles of Code required revision. Committee also recommended persons to serve on Article revision committees.

Recodification process concluded with enactment into law of Alcoholic Beverages Article in 2016. Over the course of process, General Assembly enacted into law the following thirty-six revised articles:

Started in 1998, Criminal Law Article Review Committee revised substantive provisions of Article 27, addressing crimes and related penalties. Revisions were completed for 2002 legislative session and adopted (Chapter 26, Acts of 2002).

In 2007, Criminal Procedure Article Additions Review Committee was formed. Committee revised and recodified certain provisions relating to Offices of Public Defender, State's Attorneys, and State Prosecutor. Provisions were considered during 2008 legislative session (Chapters 13 & 15, Acts of 2008).

CRIMINAL PROCEDURE ARTICLE REVIEW COMMITTEE

Criminal Procedures Article Review Committee was created in 1998 to review procedures now outlined in Article 27 that apply in criminal cases. These procedures cover arrests, trials, sentencing, criminal records, and forfeitures. Sections relating to the treatment of victims and witnesses also were reviewed.

With adoption of Criminal Procedure Article of Annotated Code of Maryland, Committee concluded its work in 2001 (Chapter 10, Acts of 2001).

ECONOMIC DEVELOPMENT ARTICLE REVIEW COMMITTEE

Initiated in 2003, Economic Development Article Review Committee revised laws relating to economic development, including those concerned with Department of Business and Economic Development. Economic Development Article was introduced and passed in 2008 legislative session.

The Election Law Article Review Committee began in 1998. Its revisions to the Elections Article (Art. 33) were adopted during the 2002 legislative session (Chapter 291, Acts of 2002).

In Oct. 2002, Housing Article Review Committee began its work. Division I of Housing and Community Development Article was introduced and passed in 2005 legislative session (Chapter 26, Acts of 2005). Division II of that article was passed in 2006 session (Chapter 63, Acts of 2006).

HUMAN RELATIONS COMMISSION LAW ARTICLE (Art. 49B) REVIEW COMMITTEE

In May 2008, Human Relations Commission Law Article Review Committee began its work of revising those laws pertaining to Human Relations Commission. During 2009 legislative session, revisions were introduced and passed. These included repeal of Article 49B and addition of a new Title 20 (Human Relations) to State Government Article (Chapter 120, Acts of 2009).

Human Services Article Review Committee was formed in 2003. Committee revised laws relating to Department of Aging; Department of Human Resources; Department of Juvenile Services; social services and local departments of social services; public assistance; community services; individuals with disabilities; Office of Children, Youth, and Families; and Maryland Legal Services Corporation. Committee presented Human Services Article during 2007 legislative session, and it was enacted in 2007 (Chapter 3, Acts of 2007).

Revisions to current laws were introduced in 2003 legislative session and adopted by General Assembly (Chapter 5, Acts of 2003).

WASHINGTON SUBURBAN SANITARY COMMISSION LAW (Art. 29) REVIEW COMMITTEE
