The Work Group considered legislation that would protect the property rights of commercial landowners while facilitating law enforcement to curtail drug-related nuisances.

In December 2004, the Work Group completed its review.

AFFORDABLE HOUSING WORK GROUP

In April 2004, the Affordable Housing Work Group was formed by the Chair of the Environmental Matters Committtee. During the 2004 interim, the Work Group studied proposals which concern affordable rental and owner housing, as well as related topics, such as inclusionary zoning and community land trusts.

In December 2004, the Work Group completed its study.

AGRICULTURE, AGRICULTURAL PRESERVATION & OPEN SPACE SUBCOMMITTEE
In Jan. 2015, merged with Natural Resources Subcommittee to form Natural Resources, Agriculture and Open Space Subcommittee.

AGRICULTURE, ENVIRONMENT & NATURAL RESOURCES SUBCOMMITTEE
Functions subdivided into three separate subcomittees in January 2003.

In April 2004, the Chair of the Environmental Matters Committee created what was first called the E-Waste Funding Work Group, and later became known as the Electronics Recycling Work Group. The Work Group studied the establishment and funding of a collection system for the disposal of electronic waste, such as computer monitors, televisions, cathode-ray tubes, and other envionmentally hazardous components.

In December 2004, the Work Group completed its review.

ENVIRONMENTAL & NATURAL RESOURCES SUBCOMMITTEE
Reorganized in 1999 as Agriculture, Environment and Natural Resources Subcommittee.

ETHICS SUBCOMMITTEE
Created in January 2003, reformed as Natural Resources and Ethics Subcommittee in January 2005.

In February 2007, the Chair of the Environmental Matters Committee formed the Ground Rent Work Group. During the 2007 legislative session, the Work Group reviewed legislation dealing with ground rents.

HEALTH SUBCOMMITTEE
Abolished in January 2003.

HEALTH & PUBLIC UTILITIES SUBCOMMITTEE
In 1999, reformed into two separate subcommittees.

HIGHWAY SAFETY & SPEED CAMERAS WORK GROUP

The Highway Safety and Speed Cameras Work Group formed in 2004 to consider legislation concerned with radar speed cameras, highway safety, teen driver safety, and graduated driver licensing.

HOUSING & REAL PROPERTY SUBCOMMITTEE
In Jan. 2003, Housing and Real Property Subcommittee began under former Environmental Matters Committee. In Jan. 2015, it was made part of Environment and Transportation Committee. By Jan. 2026, its functions had transferred from Environment and Transportation Committee to Economic Matters Committee.

HOUSING FOR INDIVIDUALS WITH DISABILITIES WORK GROUP

LAND USE & ETHICS SUBCOMMITTEE
Land Use and Ethics Subcommittee organized in Jan. 2006 under former Environmental Matters Committee. In Jan. 2015, it was made part of Environment and Transportation Committee. By Jan. 2026, its functions had transferred from Environment and Transportation Committee to Government Operations and Ethics Subcommittee of Government, Labor and Elections Committee; and to Land Use and Zoning Subcommittee of Economic Matters Committee.

LOCAL GOVERNMENT & BI-COUNTY AGENCIES SUBCOMMITTEE
Local Government and Bi-County Agencies Subcommittee started in Jan. 2003 under former Environmental Matters Committee. In Jan. 2015, it was made part of Environment and Transportation Committee. By Jan. 2026, its functions had transferred from Environment and Transportation Committee to Local Government and Bi-Connty Agencies Subcommittee of Government, Labor and Elections Committee.

MOTOR VEHICLE ISSUES WORK GROUP

The Motor Vehicle Issues Work Group met in the 2004 interim to evaluate legislation concerned with the licensing and titling of all-terrain vehicles.

In Jan. 2015, merged with Agriculture, Agricultural Preservation and Open Space Subcommittee to form Natural Resources, Agriculture and Open Space Subcommittee.

NATURAL RESOURCES & ETHICS SUBCOMMITTEE

PUBLIC & PRIVATE FUNDRAISING FOR THE CHESAPEAKE BAY WORK GROUP

The Public and Private Fundraising for the Chesapeake Bay Work Group in 2004 considered legislation to establish the Chesapeake Bay Recovery Fund.
