Chair, Transportation Committee, Montgomery County Delegation, 1996-2003. Co-founder, Maryland Green Caucus, 1996.

Staff Director, U.S. Senate Environment Subcommittee, 1966-78. Administrative Assistant to U.S. Senator Edmund Muskie of Maine, 1978-80. Executive Assistant to U.S. Secretary of State, 1980-81. Member, Task Force to Study Retail Electric Competition and the Restructuring of the Electric Utility Industry, 1997-98.

Born in Helena, Montana, November 19, 1937. Reed College; University of Montana, B.A. (history & political science), 1959. Served in U.S. Naval Reserve, 1955-63. Political consultant. Director, Washington Politics Program, University of Southern California, 1981-94. Executive Director, U.S. Senate Democratic Campaign Committee, 1982-83. Lecturer and writer on politics and environment; principal staff on federal environmental laws, 1966-78. Married; three children. Died in Nashville, Tennessee, November 15, 2016.
