Born in Baltimore, Maryland, March 9, 1949. Attended Baltimore Polytechnic Institute; Essex Community College, A.A. (business), 1972. Served in Maryland Air Guard and U.S. Air Force. Board of Directors, First Mariner Bancorp, 2002-07. Member, Baltimore County Civic and Social Club; Overlea-Fullerton Recreation Council; American Legion; Catholic War Veterans; Save-A-Heart; Baltimore Polytechnic Institute and Essex Community College Alumni Associations; National Football Foundation, Baltimore Chapter. Sponsor, Handicapped Boy Scout Troop 730. Member, 8th District Democratic clubs. Legislator Recognition Award, Maryland Association of Counties, 1984. First Citizen Award, Maryland Senate, 2002. Member, St. Joseph's Parish. Five children.

On July 24, 2007, Mr. Bromwell pleaded guilty in U.S. District Court to racketeering conspiracy and filing a false tax return. He was sentenced on November 16, 2007, to seven years in prison, followed by three-years supervised release. On July 1, he reported to Devens Federal Medical Center in north central Massachusetts. In February 2013, he was released from the Federal Correctional Institution in Morgantown, West Virginia, into a community reintegration program.
