The opportunity to secure meaningful job opportunities - to be independent and self-supporting members of the community is a basic desire for Maryland citizens with disabilities. Most see a good paying job not only as key to enhance one's self-image but also as the pathway to achieving all of one's hopes and dreams. During the past four years, our Administration has made tremendous progress, proposing a number of programs and initiatives which have begun to expand employment opportunities for Maryland citizens with disabilities. We know we must, and we can, do more, especially given Maryland's strong and stable economy. Employers are actively seeking qualified employees for jobs which must be filled. We can help them achieve their goals AND provide new employment opportunities for Maryland citizens with disabilities. During our second term, the Glendening-Townsend Administration will focus on reducing the unemployment and underemployment rate of people with disabilities, bringing together key State agencies, the business community and provider agencies to develop increasingly creative and effective methods to take full advantage of this valuable labor pool. We must build on the successes we have achieved to reach our goals. We propose to:

Aggressively market the Disability Tax Credit to the business community, especially to those looking to establish themselves in Maryland

Actively work to break down the barriers which keep individuals with disabilities from achieving their employment goals, paying particular attention to maintaining medical benefits "We want those who are ready and willing to work... To have jobs, pay taxes and live with dignity."

Continue financial enhancements of programs which have proven effective outcome measures in assisting individuals with disabilities to secure and maintain jobs

Create special opportunities in areas of high unemployment to blend the needs of employers seeking job applicants and those who are unemployed or underemployed.
