The Glendening-Townsend Administration recognizes that people with disabilities want the same opportunities for affordable, safe and accessible housing as do other citizens. Having a home of your own, either through rental or ownership, and living with the people you choose is a goal common to us all. Under the Glendening-Townsend Administration, Maryland is recognized as a national leader in the effort to provide affordable, quality housing for all Marylanders. Recognizing that many citizens with disabilities have limited incomes and cannot readily qualify for generic mortgage products, our Administration implemented the Homeownership for People with Disabilities Demonstration Program. Much in demand, this unique pilot program has proven successful in making it affordable for the first time for people with disabilities who have limited income to access the American Dream of home ownership. This initiative has involved a productive partnership between Maryland's housing and disabilities administrations, the private lending industry, housing and disability advocates and the non-profit sector.

Affordable rental housing continues to be a high priority for people with limited income in general, and people with disabilities specifically. This is an issue which must continue to be addressed. In addition, accessibility continues to also be a barrier to people with disabilities living in our communities with the mobility necessary to maintain a quality lifestyle. It is something we can respond to more effectively.

During our second term, the Glendening-Townsend Administration will:

Refine and expand the Homeownership for People with Disabilities Demonstration Program to reach more citizens with disabilities throughout the State who cannot access home ownership through other means

Investigate ways to access additional State and federal funding to make affordable rental housing available to a greater number of Marylanders with disabilities throughout the State

Tap all federal resources available at the State level, as appropriate, and take the lead in encouraging local jurisdictions to more aggressively pursue federal resources targeting people with disabilities

Promote universal design concepts in new development to increase the housing stock which can be readily usable to citizens with disabilities

Examine Maryland's housing programs, including special loan programs that currently fund the purchase or development of housing for group living, to ensure that they fully support the needs of Marylanders with disabilities.
