Governor Parris N. Glendening on the issue...
"The time has come for all of us to make our children's health, their education, their safety, and their future our cause and deepest personal commitment. I say this not just as the Governor of Maryland, but as a father, a teacher, and as a parent who cares deeply about all our children. I ask for your help, as parents, teachers, people who care deeply about children."

Doing Better for our Children
July, 1997"We want to maximize the potential and abilities of all students in our school system. We must also ensure that they leave their educational settings armed with the tools and skills they need to be productive members of society."
Maryland Disabilities Forum
August 25,1997
The Glendening-Townsend Administration believes in every child's potential and his/her right to a quality education. Our Administration is committed to providing full educational opportunities to all children with disabilities to assure that our children reach their full potential. We recognize that the steps toward independence begin at birth and continue throughout childhood and we are therefore, committed to the best practices in early intervention through screening, evaluation, intervention and teacher and parent training. We place high value on the knowledge and role of families in the design and development of educational programs for their children and we are committed to creating new ways for families to work collaboratively with educational personnel throughout their child's education. The Glendening-Townsend Administration is committed to quality, safe schools where all children with and without disabilities can learn and grow. In keeping with our commitment to continuous educational improvement for all of Maryland's children, we pledge to:
Support efforts underway by the Maryland Partnership for Children, Youth and Families to achieve the results and outcomes which will be adopted to promote the goals of children entering school ready to learn, children successful in school and children completing school equipped with the tools to successfully compete in their future endeavors
Promote best practices models and approaches to effectively deal with complex issues of educating children with disabilities, in accordance with federal law
Work to insure that students with disabilities are provided appropriate supports to promote successful integration with their nondisabled peers
Work to increase the rate of successful completion of education by all students with disabilities as well as a successful and productive transition to adult life
Build on the systems improvements under way among educational, adult service agencies, and local agencies to ensure that students with disabilities have the right start toward success as they enter the world of work and adult community life
Continue efforts to insure our children are educated in Maryland, and to the extent possible, in their home communities where they have the support, guidance and nurturing of family, friends, neighbors, and others including the faith community.
