93 set my hand and affixed the public seal of my office this thirty first day of December in the year of our Lord eighteen hundred and sixteen Jo Richardson Clk of Caroline County Court Maryland Caroline County to wit Whereas application hath been made to me by a negro man named Hawkins Downs for a certificate agreeably to the act of the General Assembly of Maryland passed at November Session Eighteen hundred and five by which said act free negroes and molattoes are permitted to travel out of this State upon their obtention of a certificate of being free born. And whereas also upon the evidence of Nimrod Barwick Esquire of the County aforesaid that the said negro man named Hawkins Downes for whom this certificate is made was free born I do therefore grant his said application and hereby certify that he is five feet three and a half inches high or thereabouts was raised in Caroline County says he is twenty one years of age the twelfth day of this Instant month has a large scar on the hinder part of his left leg occasioned by the cut of an ax is of a black complexion and has no other notable mark about him that I have discovered In testimony whereof I have hereto set my hand and affixed the public seal of my office this seventh day of January Anno Domini eighteen hundred and seventeen Jo Richardson Clk of Caroline County Court |
