183 I do therefore grant her said application and hereby certify that she is five feet four and a quarter inches high or thereabouts says she was Twenty nine years of age the Twentieth day of June last born and raised in Caroline County of a molatto complexion and has a black mole on her right temple and no other notable mark or scar that I have discovered. In Testimony [seal] whereof I hereto subscribe my name and affix the public seal of my office this 25th day of November Anno Domini 1825 Cost 50 cts Jo Richardson Clk of Caroline County Court State of Maryland Caroline County to wit: Whereas application hath been made to me by a coloured woman named Ruth Philips for a Certificate of her freedom agreeably to the act of assembly in such case made & provided by which said Act free negroes and molattoes are permitted to travel out of this state upon the obtention of a Certificate of being free born. And whereas also upon the Oath of James Richardson of Caroline County that the said Coloured woman named Ruth Philips for whom this Certificate is made was free born. I do therefore grant her said application and hereby certify that she is five feet three and a half inches high or thereabouts says she is about twenty three years of age of a molatto complexion was born and raised in Caroline County and has a black mole on the right side of her neck and no other remarkable scar that I have discovered. In (seal) Testimony whereof I hereto subscribe my name & affix the public seal of my office this 29th day of November Anno Domini 1825 Cost 50 cts Jo Richardson Clk of Caroline County Court State of Maryland Caroline County to wit; Whereas application hath been made to me by a coloured man named William Philips for a Certificate of his freedom agreeably to the Act of assembly in such case made and provided by which said act free negroes and molattoes are permitted to travel out of this state upon the obtention of a Certificate of being free born.
