State of Maryland Caroline County to wit; Whereas application hath
been made to me by a negro man named Tilghman Prattiss for
a Certificate of his freedom agreeably to the acts of assembly in such
Case made and provided by which said act free negroes and
mulattoes are permitted to travel out of this State upon the obtention
of a certificate of being free born, And whereas also upon the
oath of Clement Sullivane of Caroline County aforesaid that the
said negro man named Tilghman Prattiss for whom this Certificate
is made was free born.   I do therefore grant his said application
and hereby Certify that from his own account he was twenty one
years of age on the nineteenth day of March last past five
feet ten inches high or thereabouts was born and raised in Caroline
County aforesaid and of a dark mulatto Complexion and has
no notable marks or scars that I have observed
(       seal of        )      In Testimony Whereof I hereunto subscribe
(Caroline County)      my name and affix the seal of Caroline County
(        Court        )      Court this third day of February Eighteen
                                  hundred and forty six

agreeably to the acts of Assembly in such Case made and Provided by which said
acts free negroes and mulattoes are permitted to travel out of this State upon
the obtention of a certificate of being free born; And whereas also upon the oath of
Matthew Wootters of Caroline County aforesaid that the said negro woman named
Mary Black for whom this Certificate is made was free born.  I do
therefore grant her said application and hereby Certify that from her
own account she was twenty one years of age some time in May last
past five feet five inches high or thereabouts of a dark mulatto
Complexion was born and raised in Caroline County aforesaid and has no
notable marks or scars that I have observed
