Biological Laboratory in Calvert County, and to prepare preliminary plans to
construct a new Health Sciences Library at the University of Maryland at Baltimore;
amending Chapter 471 of the Acts of 1991, the Maryland Consolidated Capital
Bond Loan of 1991, to permit a portion of the appropriation for the construction
and equipping of the Merrick School of Business Building at the University of
Baltimore to be used for the construction of Phase I of the Health Sciences Facility;
amending Chapter 471 of the Acts of 1991, the Maryland Consolidated Capital
Bond Loan of 1991, to permit funds appropriated to design the renovation of
O'Connell Hall at Morgan State University to be used to provide a portion of the
funds to design, construct, and equip a new dormitory tower; and amending Chapter
471 of the Acts of 1991, the Maryland Consolidated Capital Bond Loan of 1991, to
permit funds appropriated to construct and equip an addition to the Headquarters
Building of the Maryland Public Broadcasting Commission to be used to replace the
transmitter at WCPB in Salisbury and to replace the transmitter for WGBT in
Oakland (Garrett County); and amending Chapter 471 of the Acts of 1991, the
Maryland Consolidated Capital Bond Loan of 1991, to permit any funds remaining
in the total appropriation for construction created by the Act to be used to purchase
capital equipment under certain circumstances; and amending Chapter 471 of the
Acts of the General Assembly of 1991, the Maryland Consolidated Capital Bond
Loan of 1991, to authorize the crediting of unused appropriations for completed
capital projects to the Construction Contingency Fund; and amending Chapter 353
of the Acts of 1986, the City Jail Loan of 1986, Chapter 539 of the Acts of 1987, the
Baltimore City Jail - Women's Detention Center Loan of 1987, Chapter 356 of the
Acts of 1988, the Baltimore City Jail Loan of 1988, Chapter 129 of the Acts of 1989,
the Baltimore City Jail Loan of 1989, and Chapter 365 of the Acts of 1990, the
Baltimore City Jail Loan of 1990, to permit funds remaining in the appropriations
for the Baltimore City Jail to be used by the Maryland Department of Public Safety
and Correctional Services for renovating, repairing, improving, constructing,
expanding, and equipping the Baltimore City Detention Center and to permit a
portion of the funds remaining in the appropriation to be used, subject to certain
conditions, for the State Correctional Facilities Contingency Fund; and amending
Chapter 565 of the Acts of 1989, to permit funds appropriated to construct and
equip a new Dorchester County Jail to be used to design, construct, expand,
renovate, and equip the Washington County Detention Center; and amending
Chapter 472 of the Acts of 1991, to permit funds remaining in the appropriations to
the State Correctional Facilities Contingency Fund to be used, subject to certain
conditions, for renovating, repairing, improving, constructing, expanding, and
equipping the Baltimore City Detention Center or for other purposes provided
under the Baltimore City Jail Loans of 1986, 1987, 1988, 1989, and 1990, as
amended under the provisions of this Act.

BY repealing and reenacting, with amendments,

Chapter 520 of the Acts of the General Assembly of 1982, as amended by Chapter

421 of the Acts of the General Assembly of 1990
