(c) The amount of any reduction made under the provisions of subsection (a)(1)
of this section shall be credited to the General Fund of the State instead of the General
State School Fund.

SECTION 2. AND BE IT FURTHER ENACTED, That notwithstanding any other
provision of law, if State aid for retirement is reduced in accordance with Section 1 of this
Act or § 7-213 of the State Finance and Procurement Article, the balance of the required
retirement contributions for Fiscal Year 1992 only, otherwise payable by the State under
Article 73B, §§ 89(4), 102, 110, 150(4), and 162 of the Code, shall be the obligation of
each board of education, the Mayor and City Council of Baltimore, Board of Library
Trustees or Board of Community College Trustees and shall be paid by each board or the
Mayor and City Council of Baltimore in a manner prescribed by the Board of Trustees of
the Maryland State Retirement and Pension Systems. The Board of Trustees shall have
the powers set forth in Article 73B, § 167(g) of the Code to collect the amounts due from
each board or the Mayor and City Council of Baltimore.

SECTION 3. AND BE IT FURTHER ENACTED, That, notwithstanding any other
provision of law and in addition to the limitations on the State's social security
contributions for Fiscal Year 1992 as set out in Section 9 of Chapter 470 of the Acts of the
General Assembly of the Regular Session of 1991, for any reduction in State aid for the
State share of employer social security contributions for community colleges made under
the authority of § 7-213 of the State Finance and Procurement Article, the balance of any
required employer social security contribution shall be the obligation of the Board of
Community College Trustees who pays the compensation of the employee.

SECTION 4. AND BE IT FURTHER ENACTED, That, notwithstanding any other
provision of law and in addition to any amounts authorized to be transferred to the Office
of Public Defender in Fiscal Year 1992 by the Maryland Legal Services Corporation prior
to the effective date of this Act, for Fiscal Year 1992, the Maryland Legal Services
Corporation may pay $750,000 from the funds received from the Interest on Lawyers
Trust Account program, as provided by Section 10-303 of the Business Occupations and
Professions Article of the Annotated Code of Maryland, to the Office of Public Defender
to defray operating costs of the Office. The funds transferred to the Office of Public
Defender under this section may be used for any costs of the office authorized by law and
