(a) Notwithstanding any other provision of law including Chapter 470 of the Acts
of the General Assembly of the Regular Session of 1991, and in addition to the authority
granted under § 7-213 of the State Finance and Procurement Article, for Fiscal Year
1992 only, the appropriations made by the laws of the State may be reduced by the
Governor with the approval of the Board of Public Works as provided below:

(.1) (i) In addition to the limitations on the State's social security
contributions for Fiscal Year 1992 as set out in Section 9 of Chapter 470 of the Acts of the
General Assembly of the Regular Session of 1991, $995,841 in reduction of total State aid
for local employees' fringe benefits for employer social security contributions as provided
under §§ 5-202(d) and 23-403(c) of the Education Article, to be allocated among the
counties and Baltimore City as set out in subsection (b) of this section, and
notwithstanding any other law or agreement, the balance of any required employer social
security contribution for Fiscal Year 1992 only shall be the obligation of the Board of
Education, the Mayor and City Council of Baltimore or the Board of Library Trustees
who pays the compensation of the employee; and

(ii) $19,165,725 in reduction of total State aid for local employees'
fringe benefits for retirement, as provided under Article 73B, § 162 of the Code for
members of the Teachers' Retirement System and the Pension System for Teachers
whose compensation is paid by a board of education, the Mayor and City Council of
Baltimore or Board of Library Trustees and under Article 73B, §§ 89(4), 102, and 150(4)
of the Code, to be allocated among the counties and Baltimore City as set out in
subsection (b) of this section; and

(2) In addition to any reductions made under the authority of § 7-213 of the
State Finance and Procurement Article, $48,159,919 in reduction of total State aid for
grants to counties, as provided under Article 24, § 9-801 of the Code, to be allocated
among the counties and Baltimore City as set out in subsection (b) of this section.
