WILLIAM DONALD SCHAEFER, Governor                            Ch. 2

Administration may phase in the 5-year license renewal cycle but shall fully convert from
a 4-year to a 5-year driver's license renewal cycle by June 30, 1996. To accomplish this
phase in, and notwithstanding any provision of Title 16, Subtitle 1 of the Transportation
Article, the Administration may:

(1)     renew drivers' licenses for periods from 3 to 6 years and charge an
annual prorated fee of an appropriate amount per year until the full conversion is
completed; and

(2)     issue drivers' licenses for periods from 2 to 6 years and charge an annual
prorated fee of an appropriate amount per year until the full conversion is completed.

SECTION 7. AND BE IT FURTHER ENACTED, That for fiscal years beginning
with Fiscal Year 1993, any planned increases in miscellaneous fees collected by the Motor
Vehicle Administration shall be taken into account in developing the Consolidated
Transportation Program and in preparing the budget of the Department of
Transportation.

SECTION 8. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1991.
