[(3)] (III) [That part of these fees] TO THE EXTENT not required by any
lawful pledge, covenant, dedication, or commitment for the annual debt service on any
bonds referred to in § 3-216(e) of this article shall be deposited in the Driver Education
Account and disbursed in accordance with this section.

16-603.

(d)     (1) Subject to the regulations adopted under this subtitle, any resident of
this State who possesses a valid Class E or Class M driver's license, a Class E or Class M
learner's instructional permit, or is eligible for a Class M learner's instructional permit,
may enroll in a course.

(2)     A nonresident may apply for and be accepted for enrollment in courses
authorized under this subtitle; however, the reimbursement provided under § 16-605(f)
may not be made for a nonresident trainee.

(3)     An eligible individual may take a course more than one time, but the
reimbursement provided in § 16-605(f) of this subtitle may only be paid one time for any
individual.

(4)     For a course that is to be reimbursed under this subtitle, a training
center may not charge a resident trainee a course registration fee in excess of [$25] THE
MAXIMUM FEE ESTABLISHED BY THE ADMINISTRATION.

(5)     For a course offered at a training center operated by the Administration,
the Administration may collect A COURSE REGISTRATION FEE ESTABLISHED
BY THE ADMINISTRATION and use the [$25] registration fee to cover the operating
cost of the training centers.

16-605.

(b) There shall be deposited in the Motorcycle Safety Program Account, and
disbursed in accordance with this section, the following:

(1)     $5.00 for each annual motorcycle registration fee collected under §
13-915(b) of this article; and

(2)      [All fees collected for the] $22 OF EACH FEE COLLECTED FOR
issuance of new Class M drivers' licenses under § 16-111.1(a) of this article.

(e)     (1) From the funds available in the Motorcycle Safety Program Account of
the Transportation Trust Fund, the Department shall provide funds in its annual budget
that will be sufficient to fund the costs incurred in the implementation and operation of
activities under this subtitle, including administrative costs. The Administration may
reimburse a motorcycle safety training center at a rate [not to exceed $50]
ESTABLISHED BY THE ADMINISTRATION for each eligible person completing the
course. The reimbursement rate may be in addition to the assistance provided under
subsection (d) of this section.

(2) The funds provided under this section shall be in addition to any other
State aid.
