16-115.

(a) (1) A license issued under this title to a driver at least 21 years old shall
expire on the birth date of the licensee in the [fourth] FIFTH year following the issuance
of the license.

(2)     A license issued under this title to a driver under the age of 21 years
shall expire 60 days after the driver's 21st birthday.

(3)     A license is renewable any time within 60 days before its expiration, on
the presentation in person of an application, the payment of the renewal fee required by
§ 16-111.1 of this subtitle, and satisfactory completion of the examination required or
authorized by subsection (h) of this section.

(i) [A] UNTIL SEPTEMBER 1, 1993, A driver's license issued before July 1,
1988 to a driver under the age of 21 years that expires before the driver's 21st birthday
may be renewed, on payment of a [$2] fee ESTABLISHED BY THE
ADMINISTRATION, for a period not to exceed 60 days after the licensee's 21st
birthday.

16-209.

(a)     On filing an application for a new license or for reinstatement of his privilege
to drive, any individual whose license or privilege to drive has been revoked, shall pay to
the Administration a fee [of $10] ESTABLISHED BY THE ADMINISTRATION.

(b)     (1) If the new license or reinstatement is granted, SUBJECT TO THE
PROVISIONS OF PARAGRAPH (2) OF THIS SUBSECTION, the applicant shall pay
to the Administration, in addition to any other fees provided by law, an additional fee [of
$15] ESTABLISHED BY THE ADMINISTRATION.

(2) IF THE APPLICANT'S LICENSE WAS REVOKED AS A RESULT
OF A CONVICTION UNDER § 21-902 OF THIS ARTICLE OR A VIOLATION OF
AN ALCOHOL RESTRICTION, THE APPLICANT SHALL PAY A FEE
ESTABLISHED BY THE ADMINISTRATION IN ADDITION TO THE AMOUNT
CHARGED UNDER PARAGRAPH (1) OF THIS SUBSECTION.

16-508.

(a) (1) There is a Driver Education Account in the Transportation Trust Fund.

(2) [All] OF THE fees collected for the issuance of new drivers' licenses
under § 16-111.1(a) of this [article] TITLE, except for Class [E] M drivers' licenses,
$22 OF EACH FEE COLLECTED UNDER § 16-111.1(A)(1) OF THIS TITLE AND
$20 OF EACH FEE COLLECTED UNDER § 16-111.1(A)(2) OF THIS TITLE:

(i) Shall be deposited in the Transportation Trust Fund; [and]

(ii) Are not subject to the provisions of Title 8, Subtitle 4 of this article
on the disposition of highway user revenues [.]; AND
